Ní Wa̋y Kēä (/nɪ́/ /wɑ̋iː/ [coral] [shrub; bush]) is a subtropical Town located in the Jalisomasi Provence of the Kingdom of Hobben.

The name Ní Wa̋y Kēä is derived from the Goblin language, as Ní Wa̋y Kēä was founded by Vúōki̋ch Jō̋mp̪f̄ 'Rosemary Naughty' Mp̪fē Yawm Cawmér, who was culturaly Hobgoblin.

Climate

Ní Wa̋y Kēä has a yearly average temperature of 18°C (64°F), with its average temperature during the summer being a warm 26°C (78°F) and its average temperature during the winter being a cold 10°C (50°F). Ní Wa̋y Kēä receives an average of 69 cm/y (27 in/y) of precipitation, most of which comes in the form of rain during the spring. Ní Wa̋y Kēä covers an area of nearly 5 km2 (2 mi2), and an average elevation of 7534 m (-18231 ft) above sea level.

Overview

Ní Wa̋y Kēä was founded durring the late 12th century in summer of the year 1065, by Vúōki̋ch Jō̋mp̪f̄ 'Rosemary Naughty' Mp̪fē Yawm Cawmér. The establishment of the new community went well, though many minor issues had to be solved as time went on. This was enough to delay construction and push back the formal opening ceramony, leading to some embarisment for Vúōki̋ch Jō̋mp̪f̄ 'Rosemary Naughty' Mp̪fē Yawm Cawmér.

Ní Wa̋y Kēä was built using the conventions of Hobgoblin durring the late 12th century. Naturaly, all settlmentss have their own look to them, and Ní Wa̋y Kēä is no diffrent. The town's buildings feature plaster covered brickwork used to form structures with an emphasis on symmetry, proportion, geometry and the regularity of parts. Orderly arrangements of columns, pilasters and lintels, as well as the use of semicircular arches, hemispherical domes, niches and aediculae can be found everywhere such that only size of building and yard can be used to measure the general prosparity of a given building's owners due to a general wealthy feeling the style gives off.

Ní Wa̋y Kēä is buildings are arranged arround a network of premissive flagstone streets which form a diagonal shaped grid, where each square verries in size given the proximity of the paralell streets forming each section. The ocasional smaller square has been used to construct a park, plaza, and other communal structures. The town is protected by a series of wooden fences ringing the town's parimiter, which are likly intended to keep varrious beasts out of town rather than protect it from attack by any intelegent agents. The town's bare minimum defences are visibly old, but also obviously well maintained. Its likly the local malishia or garrison are tasked with routine mantance of the town's defences.

A look around Ní Wa̋y Kēä shows Ní Wa̋y Kēä is little more than a wretched hive of scum and villainy. Birbes can be seen changing hands openly, such that it must be customary to do so and must have been for a long time. The locals have no fear, no annoyance at the state of things, it simply is.

Civic Infrastructure

Ní Wa̋y Kēä has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Ní Wa̋y Kēä. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Ní Wa̋y Kēä's parks.

Ní Wa̋y Kēä has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Ní Wa̋y Kēä.

Ní Wa̋y Kēä has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.

Ní Wa̋y Kēä has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.

Ní Wa̋y Kēä has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Ní Wa̋y Kēä's public wards, blessings, and other arcane systems.

Ní Wa̋y Kēä has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Ní Wa̋y Kēä's natural decorations nor waterways.

Ní Wa̋y Kēä has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.

Ní Wa̋y Kēä has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.

Cultural Notes

Ní Wa̋y Kēä's bank was built using a different architectural style from the rest of the town. The style used is best known for its functional shapes, abstract shapes used sparingly for decor, simple color schemes, holistic design, and basic industrial materials. Its simple designs were created to be beautiful, functional, and mass-producible. The style used little to no embellishment or ornamentation, instead drawing attention to the streamlined design, such as flat roofs to create a simple, geometric look. The simplicity masks the style's nearly sinister functionality, as every last feature is designed to guide the people living in the building in how to make the most efficient use of the structure.

Ní Wa̋y Kēä's citizens partake in a curious ritual relating to their local kami. It takes place in spring and involves drinking to channel Mysticism energies of tier 1 via speaking in tongues.
